Yaoundé, UDs/SIC – 27/01/2017. Ci-après, le discours de Monsieur le Ministre de l’Enseignement Supérieur à l’occasion de la cérémonie de présentation des vœux à l’Amphi 700 de l’Université de Yaoundé I le vendredi 27 janvier 2017.

Monsieur le Secrétaire Général du Ministère de l’Enseignement Supérieur,

Messieurs les Pro-Chancellors et les Présidents des Conseils d’Administration des Universités d’Etat,

Mesdames des Vice-Chancellors,

Messieurs les Recteurs des Universités d’Etat

Mesdames, Mesdemoiselles, Messieurs,

At the dawn of two thousand and seventeen, I am happy to be in the midst of the entire Cameroonian University community, to say « thank you » to all the members of this large and beautiful family.

Thank you because despite some contextual problems which are being resolved in the University of Bamenda and Buea, the year which has just ended is one during which academic excellence, the ingenuity of University excellence, the entrepreneurial spirit inside University institutions, the professionalization of training programs, managerial dynamism, infrastructural boom and social peace in our Universities, have all experienced tremendous progress.

I thank the Rector of The University of Yaoundé I, Professor Maurice Aurélien Sosso, who is today warmly receiving us in this beautiful and mystical amphitheatre seven hundred of the University of Yaoundé I.

In his address, the Secretary General of the Ministry of Higher Education, Professor Ngomo Horace Manga recounted and amplified the outstanding realizations of the Higher Education System. While congratulating him for this rich, beautiful and dense speech, I greatly thank him, and at the same time congratulate all the members of the University community: Vice-Chancellors, Rectors of State Universities, promoters and proprietors of Private Higher Education Institutions, and their collaborators at the central level and at the levels of schools, departments, laboratories and workshops, I also thank the support staff for being proactive as well as students for their desire to learn and succeed.

You have all been formidable and I ask you to persevere in the spirit of creativity, invention and innovation in all the domains of University life.

With regard to teachers of Higher Education, I ask them to always be patriotic and courageous in order to continuously and efficiently fulfill their pedagogic responsibilities without leaving aside high level research and other professional realizations.

Je demande aux enseignants de l’Université de Bamenda et de l’Université de Buéa de reprendre massivement le chemin des amphithéâtres, car le droit à l’éducation est inscrit dans notre Construction et les étudiants ont droit au savoir, au savoir-faire et au savoir-être.

Je demande à tous les enseignants des 8 Universités d’Etat et des 215 Instituts privés d’enseignement supérieur de redoubler d’ardeur au travail et de s »arrimer résolument à la nouvelle pédagogie et, notamment, au numérique éducatif qui est le fondement de l’Université nouvelle, de l’Université du 21^e siècle, de l’Université New-look que le Chef de l’Etat appelle de tous les vœux. D’où l’institution, en 2009, de la prime à la modernisation de la recherche universitaire qui est de l’ordre de 10.500.000.000 F CFA par an et qui permet à plusieurs enseignants de publier des ouvrages de haut niveau, et des articles innovants dans les meilleures revues scientifiques du monde.

Et dans cette perspective, le Chef de l’Etat, S.E. Paul BIYA, nous a prescrit de densifier et de consolider les deux sous-systèmes éducatifs universitaires : le sous-système anglophone et le sous-système francophone. Les deux sous-systèmes éducatifs doivent coexister harmonieusement, chacun gardant sa spécificité, son dynamisme et son originalité, pour le rayonnement des Universités camerounaises et l’affirmation de notre identité scientifique et intellectuelle dans l’espace académique mondiale et à l’aube de l’économie du savoir.

Le Forum National de l’éducation dont le Premier Ministre, Chef du Gouvernement, M. Philémon YANG, a prescrit la tenue, en 2017, permettra d’examiner tous les problèmes liés au système éducatif camerounais (pédagogie, recherche, management, financement, infrastructures, perspectives de carrière, assurance-qualité, professionnalisation, employabilité des étudiants etc.) et de suggérer des réponses réalistes et adéquates à la Haute hiérarchie. Toutes les idées sont les bienvenues pour le succès de ce Forum qui se prépare méthodiquement avec le concours de tous.

We are all aware that Cameroon has a special historical status in the sense that we have a dual colonial heritage, French and British. We are therefore bound by this historical heritage to operate and function in respect of these inherited traditions. This explains the existence not only of the bi-jurial system in our country (common law and civil law) but also explains the existence of two sub-systems of education, the Francophone and the Anglophone sub-systems which must and will always co-exist with each one preserving its own specificity. In a few minutes, I shall hand over to the Vice-Chancellors of the Universities of Bamenda and Buea, some OHADA Uniform Acts, that’s is some legal documents which were given to me a few days ago by the Minister of State, Minister of Justice and Keeper of the Seals, to whom I am particularly grateful. They are uniform because they have been harmonized, not to say nationalized, translated in respect of our bi-cultural identity and are ready to be taught to all Cameroonians reading law. In fact, these national legal documents are intended to guide the teaching of Law to Cameroonians not only in these Universities but also in all Cameroonian Universities where law is taught.

Quant aux personnels d’appui, ils constituent le maillon incontournable de toutes les activités universitaires, technique, technologiques, académiques, administratives ou socio-culturelles. Ils bénéficient d’un statut préférentiel, grâce à la vision pragmatique du Président de la République, Chef de l’Etat qui leur a octroyé un statut confortable.

Quant aux étudiants, ils ont toujours fait l’objet d’une attention toute particulière du Chef de l’Etat, S.E. Paul BIYA et du gouvernement der la République.

En plus de la prime à l’excellence versé régulièrement au plus méritants d’entre eux depuis 2010, pour un montant global de 4.500.000.000 par an en plus des infrastructures pédagogiques, heuristiques et socioculturelles de plus en plus nombreuses et de haute qualité, ils auront droit, au cours de l’année 2017, à un don présidentiel de 500 000 ordinateurs pour toutes les Universités publiques et privées du Cameroun et à neuf centres de développement du numérique universitaires dans les huit Universités d’Etat et à l’Université inter-Etats Cameroun-Congo. C’est une promesse solennelle du Chef de l’Etat, S.E. Paul BIYA qui, toujours, fait ce qu’il dit et dit ce qu’il fait.

Je leur demande de se mettre résolument à l’écoute de leurs professeurs et de mettre aussi à profit le temps libre de l’étudiant, dans le cadre du système LMD qui prescrit la flexibilité du parcours, la comparabilité des systèmes, la mobilité académique, la capitalisation des crédits, la professionnalisation des enseignements, et la généralisation de l’usage des T.I.C. dans l’enseignement et la recherche.

I cannot end my speech without heartily congratulating all of you, teachers or support staff, who have been distinguished today because of their talents, their combative attitude, their intelligence, their academic or professional aggressiveness and their bravery. Congratulations!!

I ask them never to sleep on their laurels and to remain proactive and combative for the sake of science, merit, excellence and for a job well done, so as to make the Cameroonian Public and Private Higher Education Institutions, a heaven where science, technology, peace, love of the fatherland and passion for work, prevails.

Finally, I take an appointment with all of you next April two thousand and seventeen in Bamenda for the twentieth edition of the University Games. I count on your massive, enthusiastic and effective presence at this sporting anniversary we all agreed upon, together, last April 2016 during the Games in the University of Yaoundé II-Soa, that this sporting jamboree should take place in the headquarters of the North West Region, which we all so very much love.

Last but not the least, I wish all of you, in return, best wishes, good health, happiness and prosperity in the year, two thousand and seventeen (2017).

Long live the Ministry of Higher Education;

Long live his Excellency Paul BIYA, President of the Republic, Head of State, apostle of the New University Governance Policy;

Long live the Republic of Cameroon;
